What are the steps to winterize a 28hp Volvo Model 2003?

Thanks,

Raw water cooled or fresh water cooled? The raw water cooled version requires the removal of the thermostat to run anti freeze through the system. Remove the thermostat, replace cover, run anti freeze through. Replace thermostat. While you have the thermostat out, clean and test it. The fresh water cooled is easier. Just put the antifreeze through the cooling water intake, if I remember right it goes through a transmission cooler via those terrible copper lines rather than a hose.
