Yamaha 15 HP 2 stroke (2000) Water Jacket connection

While trying to remove the indicator pee hose from the water jacket to clear blockage (left side of engine), the small copper pipe the hose is connected to broke clean off.
Im thinking this probably means I have to replace the water jacket cover and gasket. And getting my fat fingers somehow down to the lower 10MM bolts.

Any insights on how to do this repair ?

It looks like the nipple is press fit—no nut on the back side.

No chance of removing it in place?
