Clearly a corrosion issue, you might try running some ATF through instead of diesel and let it sit for a while. I'm assuming you did not Fog the motor whilst it was out of the water?

I spoke to the mechanic. He asked if I had experienced a failure in the water pump">raw water pump shaft seal. I had to buy a new water pump about 300 hrs ago because of such a problem. He says that the salt water from the water pump leaks into the injector fuel pump and causes corrosion. I still can't work out the water gets from the water pump shaft to the IC pump. I thought the water pump sits isolated under the engine and just is turned by a belt and pumps raw water.

I tried a good greasing of the speed govenor lever without success. The engine is now starting at a even higher rpm (2600!) & seems stuck there.

I think I will just have to take the IC pump & speed lever assembly to the mechanic.
