Aft Deck Wrap-Around: What is this stuff?

What is this stuff made of? It feels like a phenolic plastic of sorts, but I wouldn’t bet on it.
My question arises because I want to paint it and need to know what it is so I can get the appropriate paint.
This is on a 36 Mainship Aft Cabin model

If it's a plastic of sorts, take a piece to a plastics supplier, they can tell you. It's impossible to tell from a picture.
