Am I Feeble? Can't get the gas cap off

My Grampian 26 has a 10 hp 4-stroke outboard. It came with a plastic tank. Last year it was almost full at haul-out and usually, I empty it into my car tank. This year I forgot the full tank at the boat. I want to put in fresh fuel before launch, but I cannot for the life of me get the tank top off.

I've WD-40'd the life out of it and it still won't budge. Yes, I know I have to press down the black bar and turn the top counter-clockwise. Has this ever happened to a member and if so what it the solution (short of destruction)?

Strap wrench, no it hasn’t ever happened to me, I’m going to assume you may find the gasket has deteriorated and turned to glue.

Good idea and the shop didn't have any so while I was grinding the keel, I looked at the tool I had fastened to the cord to change the grinder wheel and said "Eureka". The pins fit right in the holes on the cap and a quick turn and a loud click later and it was loose.
