Yes, the blisters on the keel are paint blisters and the rust stains indicate an iron keel or perhaps rusty steel keel bolts. That in itself may or may not be a deal killer.

The hull itself is another matter. The video suggests a very unfair hulll under that shiny paint. That unfairness suggests very amateur repairs. You need someone who can tell you what's under that paint. Looks a bit like lipstick on a pig to me.

There are cheap or even free boats that will be more work than you think/not worth the money. If you are uncertain about boats repairs or on a tight budget, spend the few extra dollars for a surveyor to look at the boat rather than get stuck with a major project. Would also suggest you are there during the survey, as you will find it very educational.
