A lot of the commercial boats up here like tugs and such use coal tar epoxy, usually available at commercial fishing suppliers.

When I built my steel boat, being cheap, I had some issues with mixing different paint manufacturers paints.

The end result was that I had to pull the boat after a year or so and sandblast that portion of the hull below the waterline.

But, I hired someone to do it. It went very quickly and was not that expensive considering all the scraping and other manual effort I would have had to do, so I can highly recommend this route.

After that I used a "system" from Devoe paints and never had problems after that.

I've tried a variety of anti-fouling paints from different manufacturers, but eventually settled on Pettit Trinidad, which I have been using ever since.

The inside of my steel boat is done in a two part coal tax epoxy...amazing stuff....but I don't think this is appropriate paint for the outside of the hull below the waterline.
