CSY...I am not aware of any vessel that has decks that are not cored. Usually plywood or end-grian balsa in the decks for stiffness. Am I missing the boat here somewhere???

No your not missing any boats except those with solid fiberglass decks - I'm not aware of any and I think it would be a rare find. There are very few older boats without some deck core moisture. The drilling holes method is appropriate for moisture in the core and minor delamination. Major delamination is usually fixed the way you did it. Small squares of plywood or balsa used instead of full pieces make it easier to fill with epoxy and take the shape of the deck camber without having to screw from underneath or place real heavy weights on top while curing.
