Deck paint removal

Hi, I have an older boat with a really rough non skid. The paint is starting to flake and crack in places, could be an issue with water getting into the deck, I want to sand remove and repaint, and repair where necessary, but...... I dont want to go at it with a grinder and make it a bigger job then it started with.
I think rotary sanding pads will be destroyed quickly.
has anyone had any luck with wire brush drill attachments? or any suggestions on how to proceed?

the deck is made of glass over wood/epoxy laminate very thick and strong.

I would go at it with an orbital with 36-40 grit. If the paint is deteriorating, the 40 grit should strip if off pretty quick, even if it's got hard particles in it. You might go through a lot of discs, but anything like a wire wheel and you're going to invariably end up with an uneven surface.

You could also go at it with a non-orbital grinder/polisher, but they require some experience to get a good flat surface without gouging or creating low spots.
