Fairing compound breaking down

32yo Boat is full epoxy, so I have to assume the fairing compound is also epoxy.
Only failing in one area, curved coachroof.

Paint is awlgrip. She’s been repainted once in 32years and is due again now.

I’ve repaired some areas but it’s coming back under the repair. Fairing compound is becoming powdery like foam with UV damage.

Any thoughts / comments on best repair process?
Grind it all out and re-fair?

Thanks
