Forestay backing plate?

Hello,
The original forestay chain plate have been replaced years ago during a major refit, I am not sure why and i can't see any damage.
My question is that, I saw today that there is no backing plate on it and I don't know if it should have or not.

Do you think I should add a inox backing plate?
