Goiot Hatch - Sealing to deck

I am mounting a Goiot hatch after replacing the lens.

Its not a big hatch, about a foot long rectangular, and has 4 screws mounting it to the deck on the hinge side.

I have seen butyle tape applied to the bottom of screws, but with the large plate I have I am tempted to mask off the deck, and apply some butyl "paste" (slightly different version of the product - comes in a corking tube) to the bottom of the plate (as well as the screws).

Thoughts?

PS: The hatch hinges are a bit stuff - any tips on what and where to apply some spray lubricant?

The hinge pin originally came out, and should have an Allen head.

That hinge pin in very very stiff. Scared to break it.

Then will be ordering more parts. Thought I might get CRC in there?
