Good ways to get off stuck seal?

My water pump">raw water pump started leaking so im replacing all the seals - problem I've run into is that one of the seals looks like it's 'glued on' to the housing inside. I got most of it off, bit there are still bits stick in there.

Is there anything I can soak the housing in to break down the rubber seal?
