How many hose clamps do I need on here?

Bavaria 30 Cruiser...

Spade rudder, wheel steering. This is where the rudder comes into the hull, surveyor said I should replace some of the hose clamps. Should I have 4 on here?

What am I looking at? It's a seal between the rudder shaft and the hull... but can someone give me a better explanation... it's typically above the water line so when I replace them I don't need to worry about water gushing in..

The top has a single clip as it’s usually above the waterline

for safety, 2 up and 2 down, inverted pose
and use real good SS clamps

Inverted pose means one each way - hose clamps of this sort do not impose a symmetrical clamping force, so this way the asymmetries oppose each other.

Not just stainless - good quality MARINE GRADE stainless - get them from a reputable chandlery and pay the big bux (you won't have to do it again anytime soon ) The existing clamps are stainless - but you'll note that the tightening screws are rusting anyway.

In general, if the hose barb is long enough to properly hold 2 clamps, it'll never hurt to double clamp a connection.

Bavaria double clip the bottom and single clip the top, the top is not required to be water tight as it’s well above the waterline

I would use four if there's room. It's customary, and because the hose is attached to smooth surfaces rather than a proper barb, it makes sense. It is important to be sure that the fiberglass or metal fitting extends beyond the clamp by at least the thickness of the hose wall, or the second clamp will serve to pull the hose away from the fitting.

I believe it's the rudder tube at the bottom. The actual rudder shaft is inside. The shaft turns, the tube remains stationary. It appears to me that there is some sort of seal at the top.

A clear case of better/best 'recommended' practice, vs [almost] good enough [what you might 'get away' with].

Yes, even if not "essential", using double clamps at all fittings that have the room for them ensures that their are always "spares" at hand.
Individual clamping pressures can be reduced, this also reduces loading on the clamps.
On prop shaft glands/hose I will use three at each end if room and hose length allows.

i would go with 4 .. if possible. 2 at the bottom and 2 at the top.

Two are fine, they are just rusting. You can get 316 SS clamps, they might be good there.
There's a seal at the top of that like the seal on a Prop shaft.

In 50 years of boating I have never heard of one example of a rudder seal hose coming loose.

If you’re worried about how long the hose lamps will last, go to Titan Marine. They make titanium hose clamps that are only marginally more expensive than 316 SS. I put four of these on the rubber shaft tube underneath my motor in 2002. When I hauled the boat last month to replace a broken prop shaft strut, the 4 clamps looked brand new.

That's cool, Ti is nearly impervious to salt water...
