How to prepare ablative bottom painted hull for repaint

Hi all,

My ablative bottom paint has two seasons under it's belt and since I plan on sailing south this November I would like it redone.
Got several quotations, one charged for sanding the old paint, one is just going to power wash it with the industrial high pressure washer and the last one said no sanding washing required if I use the same paint.
From your experience, which one is right?

What paint will you be using? Read the manufacturer’s application instructions and follow them. If in doubt call the help line and a tech will provide accurate answers.
