Keel Bolts

On a Contest 38 are the KEEL bolts glassed over from the Factory .This is a 1983 boat.All keel bolts have been glassed over except one which is badly rusted,also the lower bolts on the chain plates are painted white.Am I looking at factory?I seen many a keel bolt and never one glassed over.All input will be helpful.Thanks to all

Hello casual, Don't mean to make you anxious and I'm no expert!
I've had 2 fin keel glass boats and neither have had the keel bolts glassed over.

it is the rust you dont see that is worrisome, if the exposed bolt is so badly rusted, what about down further where it joins keel to hull?
Perhaps some one glassed over the bolt tops thinking to stop the rust as they were starting to look bad.
why are these bolts rusting, what are they made of?
