Gulfstars I have owned had encapsulated keels.

This is taped on. Look more closely at the pics. You can clearly see the tape in the joint.

judging from the pictures, the fairing compound seems intact. if it is new, then I would walk away. If on the other hand it is old and not fractured, it would show stability. Then you could clean it up well and assess how to repair.
