A thwart will be much higher up than a floor. Take a look at Cooper's diagram several posts up. It doesn't so much maintain the beam as serve to tie the frames more tightly into the keel. Mostly on wooden boats, of course, but fiberglass boats also have similar members which are known by the same name.
