Pettit Paint

Has anyone had experience with Pettit HYDROCOAT bottom paint over their TIE COAT PRIMER on a wooden hull? My experience was a total disaster on the side in the sun on the trailer but the other side was fine (see picture). It just peeled off is strips. I have had to sand/remove all of the paint and start all over again. They claim it was failure to sand between the primer and paint but the side out of direct sun is fine. It looks like a UV degradation with the primer to me. The bottom paint over the fiberglass tape (seams) appears to be OK.
