Recommendation for custom cut Starboard or Teak part?

Can anyone recommend someone who can make custom Starboard or teak parts?

I'm looking for someone to fabricate a small part I need to install a solar vent on my boat's deck hatch. The part I need is circular (8.25" diameter) with a circular cut-out (4.75") in the center. The part needs to be 1.25" thick. It should be a fairly simply part to make, but I don't have the tools to cut large diameter circles.

A steady hand with any sort of saw could get you by if you just have a square piece big enough. It is pretty easy to make a jig that will cut a circle depending on what you're cutting with. A dremel on a string will go right through starboard with the right bit in.
