Removing old paint

I知 looking for some advice on painting my boat.

The top layer of black paint is peeling off and under it there is another layer of paint also starting to peel.

Under both layers of paint I知 seeing a darker surface. And I知 wondering what it is? Any suggestions?

Also any suggestions on removing the paint would be welcomed?

The grey stuff looks like a tie coat that is used here. The white is peeling off because of probably some incompatibility in solvent.. Paint is particular about that. It can also be a failure of preparation, like not enough tooth on the grey stuff, but here in Tassie, people just paint right over it, so I guess it could be something different, too.
