Restoring a Cape Dory Typhoon Weekender

Hello folks
I am taking a break from restoring a much larger project boat by restoring a smaller one. Currently she is sanded down to a bare hull but for the toe rail which I can't figure out is screwed in or bolted thru due to the liner which is an issue!

Website Cantaora.com
Would appreciate tips from folks familiar with this model, specifically access to bilge which needs a good cleaning, sanding and probably filling with foam (liner is blocking, where to cut through it?)
And what about a hatch on the stern locker?
