Rudder repair c&c 38

Just picked up a c&c 38 Ann’s my rudder Has been severely damaged by the last person to pull the boat.

I plan to fill the damages side of the rudder with s-glass and epoxy sand to shape then wrap the whole rudder with two layers of 5oz Kevlar.

So here is my question

1 is this going to work?
2 or should I source a new rudder
