Sea Dog Hatch Latch- How to?

Hi all,
I have a flush deck hatch on my Islander Bahama 30. I just made some repairs and updates to the overhead that required me to remove the Sea Dog hatch latches from inside. I was wondering if there is a right way to install these things. The prior set-up had them drill into the bulkhead through the hole in the middle of the small metal plate. Is that how they are supposed to work? These are efficient but pretty ugly. Unfortunately I haven’t been able to figure out another way of fastening my flush hatch. Any advice on this would be appreciated.
