Skeg Repair

We have an old Oyster whose skeg keeps leaking after multiple attempts at sealing where skeg goes into hull with 5200. Any suggestions as to what might stick better to stainless steel? There isn't an outside plate or brackets to add stability to the skeg. The shaft is in good alignment, or it was. Now it is out and we will take out the skeg.

I have a Sceptre 41 and the builder said that in the later years they made the skegs solid. He suggested that I drill a hole thru the hull and then put small lifts of epoxy in the skeg. He was adamant about not making the lifts too big because that would over heat the epoxy.
