Soft spot on fibreglass cover

This is a soft spot from water infiltration on the propane locker cover which was neglected by previous owner. It’s quite soft but not all the way through and the cover seems quite sound on the underside. Looking for suggs on best way to rehab the affected area. I can excavate the area,, dry it and then fill with thickened epoxy but is there a way to fix this so it blends into the rest of the cover? Thanks for any help.
