Spade rufder problem how to remove the top assembly to drop rudder

Boat is 1968 pioneer 9 metre

It is.mostly ready to go except the rudder is to stiff with Friction to turn using the self steering

Grease and oil didn't solve the problem

Pictures attached show rudder is spade and the tiller assembly .
The rudder shaft is SS but the assembly is Brass .

I can't see how to take the assembly apart

The friction seems to be the brass plate on lower section is worn away on the port side and the wear makes the weight of the rudder system cause friction and cause more wear in the brass plate

The wear is mostly on the port side of the plate making it that tiller pushed to starboard to do do port turn little to no friction bit the other way turning to starboard more friction is created after getting to the mid position and then the friction increases and digs into the brass plate below.

I don't know if I can buy a replacement brass plate

any ideas where to source that brass plate in the UK or possibly get the replacement plate in stainless steel

It not impossible previous owner tried to repair and made a less good repair.

Best I can Figure the brass plate is not level as the fibre glass seat it is on is not level


Best I can figure therr is a stainless steel cotter pin to hold the tiller and rudder stock together

It seems there was a attempt to have been attempted to drill out a cotter pin of stainless steel

I assume the removal of the cotter pin will allow the spade rudder to drop down

If not there seems to be no way to remove the cotter pin with unscrewing it if it is a threaded bolt system as there is no indication of and. screw driver slots or hex tool solutions

Any ideas is the way to get the pin out use suitable punch and hammer

Will heating up the brass.rufder stock head.help to disassemble the rudder stock

Never did a spade rudder before

If I do drop rudder I can then replace the brass plate if I can find.it for sale or I can look to make a stainless steel plate replacement if there is no issues mixxing two types of different metals.

I assume Grease will lubricate the brass assbly pressing down on the stainless steel replacement plate.

I have booked next Monday 25 May 2020 to launch but if other experts on this class of boat or these types.of spade rudder can say for thos probIem I need to put launch.off.as.these rudders are a big problem

Desperate to solve this quickly
