Swing keel is stuck in trunk

My boat is a Hood Wauquiez 38
I believe Hull no HA 381183

How is the SS lifting cable attached to swing keel?
If the bolts holding the lifting cable pipe to the sole, in front of the engine compartment, are just lag bolts?
And what is the material under fiberglass that those bolts are scrued into?
If you haven't gone aground, you haven't tried hard enough.

If it’s stuck because of sand,grit or shells,a saw blade (old wood saw) from underneath works well.

Sorry tried having divers pull it down
After to speaking to another owner I believe the Cable clamp is stuck in tube
Also have issue with weeping lag bolts
