Topside Distortion at Bulkheads

Looking at possibly purchasing a Tartan 42. While doing the survey we noticed that there was a slight distortion on the topsides following the bulkheads. Very hard to see but with the correct light we could make it out. Contacted Tartan and they indicated that if the bulkheads were still firmly attached to the topsides, then it is most likely the tape bonding the bulkheads to the topsides has started to shrink. Will need to start to remover some of the interior to get access to check the joint.

Any other thoughts?
