Unusual portlight installation

Hi all - I looked at a boat yesterday and was somewhat surprised at the port lights in it. Not to mention they were all leaking in a light rain. I am definitely a noob, but this looks like amateur hour installation, and the slather of caulk a desperate but ugly attempt to stop the leaking. Also, the fixed PL has cuts in the frame on the top and bottom. Unusual?

My first thought is that all the portlights would need to be replaced. Am I overreacting?

More likely need rebedding than replacing. If it becomes yours, consider pulling the lights, cleaning off all that silicone, and rebedding them in butyl tape. It would not be all that big a job, it just needs to be done correctly. Yeah, amateur hour.

After being plagued by porthole leaks I decided to build 'rain diverters" and haven't had a problem since. Here is a thread I posted last year.
