UV damage to PVC dinghy

I have a 3 three yr old PVC inflatable dinghy. Last year the surface of the tubes began getting a bit sticky if you sat on them for any length of time >5 min. One area with the most wear the outer covering seems soft and rubbery. The area where we usually board, also started showing signs of accelerated wear, with the outer coating on the tube smudging as if it were fresh paint that hadn't cured. I suspect that this is caused by UV. What would you recommend to repair this and a treatment to prevent this from happening.

I don't know how to fix the stickiness problem - something that drives me crazy when it happens to plastic/rubber knobs and other things. But, preventing it from occurring is possible. We extracted more than 12 years of service from our PVC dinghy (Southern Pacific, made in NZ) by applying 303 Aerospace Protectant twice per year. The dealer that supplied the dinghy told me that we would get at least 10 years of life from the dinghy (barring accidents etc) if we applied 303 at least twice a year. The dinghy lived its last 6 years in the Sea of Cortez, without chaps. And ultimately it was an internal baffle failure that caused us to retire it.
