Water in an encapsulated keel

I had a little bump last year, at the time seemed like a nudge but when I pulled the boat there was a notch in my encapsulated keel, just enough to get through the barrier coat and one layer of glass. I opened it up 4 weeks ago to let it dry out and it's still draining. Any suggestions on how to get it to dry out faster? I'm trying to get it dried out enough to repair the glass and barrier coat it.

Once I had a similar situation to repair. After waiting weeks for water to stop draining, we used a thin layer of hydraulic cement to stop water draining after grinding back. We then completed repair with biaxial glass and epoxy when it
dried out a few days later. The glass was very thick allowing us to taper back about 12:1
I did have concerns of freezing after returning from islands though - but never a issue...
