What do I replace this with?

This is for emergency tiller on Freedom32. The base was full of some kind of deteriorated foam. There was some kind of glue at the bottom. I'm assuming it was to protect from water getting in, I don't know. Does anyone know what kind foam or substance this used to be? TIA P.S. why don't my photos upload when it shows it's been chosen.

You have to click “upload the photos” after you’ve selected them, then
“Exit this window” at the bottom of the screen.
“Preview” your post so you know they’re there.
