looks like the booster control,that activates the hydrofoils and water jet..........

or it could be the "stop" lever for when the boat is on its ear and all hell is breaking loose...................

If it's not hooked up to anything on either side, and it makes you uncomfortable, take it out and glass up the hole. It looks an awful lot like a "scuttle this drug-running boat if the coasties get too close" fitting, given the lack of anything else nearby....

I really wish it had a big sign under it that said something like "DO NOT PUSH" or "IN CASE OF EMERGENCY".
