What is this part?

When I got my boat it had two of these in it under the sink compartment. I am guessing it does not go with the boat. Any ideas?

If the part at the top in the first pic is spring loaded, I would say it's a cover plate for an access opening.

Maybe "7123" is the type of Japanese plastic?

My 1st thought was a hold down clamp for a cooler. 1 on each side.
