I think it means that if something was installed (?) that doesn't fully meet the intended specs (in practice) AND everyone has already agreed the difference don't matter - that folk won't be required to maintain something that either doesn't exist or if it does folk not required to perform maintanence against the original specs where no longer relevant (I am guessing "deferment" is in case the item is later brought up to spec).

Folks seem to be referring to a survey report - leaving aside where that info came from.......I really don't see how that paragraph would be relevant as it indicates an ongoing relationship.

Sounds more like a maintanence contract (with installs as required / wanted)........or a cut and paste job, which no one has ever read before!

Seems to me that the prospective new owner is one of the parties and this says he is agreeing to let the deficiencies go as well since no symptoms are currently showing.

I'd be careful with that.

Well, it seems that in spite of not doing what was supposed to be done, everyone agrees that nothing much happened because of it and everybody should just keep on agreeing to that into the future...
Or their pertinent deferring of maintenance procedures were getting flabby and lazy from having not been used, so the deferring needs exercise;
Or, as it just says, it is incumbent upon said heretofore mentioned parties to exercise the deferment of otherwise pertinent maintenance procedures, insofar as manifestations of functional deficiencies are agreed by any and all concerned parties to be imperceptible and are so stipulated.
Easy peasy...
