If true, your hull cleaners are doing you a disservice. In-water hull cleaning should be done frequently enough (and therefore gently enough) that the paint remains on the hull throughout it's lifespan. Scrubbing your paint off the hull in a matter of months is the work of a hull cleaner who is either ignorant of how to do the job properly or simply doesn't care enough to do the job properly.
