Wrinkles in gel coat

The other day I saw this for the first time. The are hard and are on the sunward side of the boat.

I guess this is caused by water penetrating behind the top fiberglass layer and the freeze thaw causing the wrinkles. Yes?

Recommended fixes? Can it be done from a dinghy in the water? Can it wait until I haul it out in fall?

That looks more like scored paint lifting than gelcoat to me.

Looks like a prior repair is starting to peel/lift.....either paint or gel coat. I would think it can be repaired from a dinghy, but it can also wait till the fall when the boat comes back out of the water.
