Can a dog stay onboard and not enter Morroco?

Can a dog stay on board in a Marina in Morroco when some crew members go ashore? In this way could the dog avoid getting a stamp on is passport for Morrocco? I will sail on from the South of Spain to the Canaries and the dog can avoid quarantine in Canaries if his passport shows he did not enter Morrocco.
Or can someone tell me in general what happens in other countries in this case? Can a dog just stay onboard and not enter a country legally?
