Caricom islands - eAPIS requirements

I just arrived in St. Kitts for haul out and spent all day doing paperwork. After running between customs, immigration, port authority, I was told I needed to be compliant with Caricom Electronic Advanced Passenger Information System or face a $100,000 fine. I come from Anguilla and never heard of this before.
I called the office in Barbados and was informed I had to create an account, download the spreadsheet, and fill in and file before every departure. I have to list my intended destination and three pages of information. the person could not tell me what I was supposed to do to get internet in the ports. Most of these islands try very hard to make sure you can't communicate without paying exorbitant fees to the monopoly telephone companies.
It seems like the Caricom countries are trying very hard to keep cruising sailors out of their countries. The French islands require a minimum of paperwork and formalities.
Does anyone comply with this regulation or is it the first we are hearing about it?

Not that my reply will really help you as St Kitts is making you go thru the process but we have passed thru several counties on the list for EAPIS (which I just looked up)in the last few months and no one has brought it up. We are presently in Grenada and no mention of it checking in. We travel the eastern Caribbean and have many friends in the cruising community, I don’t recall this ever being a topic of conversation at get togethers. The first I have heard about it is from your post. I will be curious to hear if others have had the same issue you are having, this may be something we will have to deal with in the future. Jim

Looking at their web site it looks as though it should only apply to commercial planes and ships. I have emailed them to see it this is true, IF or when I get an answer I will post it,

I travel regularity between Caricom countries and have not had to conform tp APIS yet
