Yes, you're right - you only go to anchor in the Flats if you are being measured (they dont measure in the marina anymore) or to wait for your transit pilot.

I didn't ask if it was allowed, but I see no reason why you couldn't anchor outside of the marina itself (I did it for one night as I didnt want to go in in the dark on a catamaran with only one engine!) Tony

I don't think its agressively enforced, but assume authorities would show up to roust you out if anchored there much longer...otherwise there would probably be a lot of boats there.

I've also been told that, unless in transit thru the area, recreational vessels underway are discouraged (for example, going out for a day sail).

Arrived Shelter Bay on Sunday. So far now problems with bureaucracy. Marina is great.
