It can be identified. Fabio Ochoa wouldn't be serving 40 years in federal prison right now if it couldn't be. But, it's not cheap, so you don't see many state jurisdictions bothering with it. But, the Coast Guard cases are prosecuted by the U.S. Attorney's Office and they have forensic resources you probably wouldn't' believe.

Sometimes it's good, and sometimes it's bad, but cost is rarely a consideration in the federal government's criminal justice decisions.
