Convention on Facilitation of International Maritime Traffic?

Does anyone know how I find out what countries have adopted the optional Recommended Practices of the IMO's Convention on Facilitation of International Maritime Traffic (1965)?


A bit of background... Many countries are signatories to this document. The document has many clauses. The ones prefixed "standard" are not optional and must be adopted by all signatories. Clauses prefixed "Recommended Practice" are optional for all signatories.


I've tried finding contacts to tell me in individual countries, to no avail.

Wiki doesn't have it.



Certain EU countries act as if they have adopted some key Recommended Practices which means 3rd country sailors can spend time in their waters without using up Schengen days.



For example, Spain, Greece, Malta and Portugal. You can't get an answer from front line staff. They don't know the law of local decisions behind the instructions they've been given to deal with crew, passengers and vessels.
