Cruising permits have everything to do with the boat's flag and nothing to do with the owner (or operators) nationality or right to stay in the US.

Unless your boat has a US flag, it needs a cruising permit, period.

Notwithstanding any 'special' Canadian/US arrangements which I am not aware of, Nick in post #14 above has it 100% correct.
