Perhaps some enterprising pranksters could get fifty or a hundred tape measures custom made in China. "Official Bahamian port of Entry Marine Admeasure Tape" with each foot actually 13-1/2" long. (Blame it on Chinese quality control.)

Then you mail one to each port of entry in an official packet that says THIS ADMEASURE TAPE MUST BE USED TO PHYSICALLY MEASURE ANY VESSEL CLAIMING TO BE LESS THAN 35 FEET OVERALL LENGTH BY ORDER TO THE MINISTRY. FAILURE TO USE AN OFFICIALLY CERTIFIED ADMEASURE TAPE WILL RESULT IN STRINGENT CONSEQUENCES INCLUDING FINES AND SUSPENSION FROM DUTY.

I'd betcha you get half the fellas to be using them without question right away.

In Panama helping friends transit the Canal. The price changes at 50'

If you were close to 50, people placed their anchor on deck to save a few inches. The owner also got to hold one end of the tape measure while the official measuring walked to the other end of the boat. There a "little drift" on the owner's side of the tape!!
