Deregistering a DMV registered boat for import in to Fiji

I'm currently importing my boat to Fiji and have been asked for a deregistration certificate. My boat is registered in California with the DMV and not the coast guard. What do I do? It was documented with the coast guard in the past. But that was two owners ago and over 10 years ago. I've already paid the import duty and VAT, now I'm registereing it in Fiji, one more step... thats' what I thought about a month ago! Any experience or tips in this would be greatly appretiated.

Did you get any further?

I'm lucky not to pay FRCA jet but I'm stuck in my buy on Fiji.
