If you don't believe it go check out death toll rate on roads against the rest of the world per thousand drivers.

Ours is very low because 0.165 is shitfaced and we have decided they are criminals.

And we wear seatbelts

Road toll per 100,000 drivers
United States of America 11.6
Australia 5.2

No, it's not necessarily. It's not even enough to be an automatic DUI charge for driving a motor vehicle.

The death toll due to alcohol use has no indication of being '**** faced', or drunk, or intoxication. It's an indication of impairment, yes. All drivers, in fact anyone over point .05 (and many claim any reading) are impaired, that's what leads to the death toll, but that is not '**** faced'.
