Give Way Vessel?

In the scenario pictured, which is the give way vessel?

The vessel approaching off my starboard bow is under power, though clearly not its own (towing?). My boat is (severely) restricted in ability to maneouver...given that Im on blocks (aground?).

Fun! No doubt, the vessel underway needs to give way and avoid the vessel that is in the fixed position and not underway. I'm sure that the operator of the travel lift, probably on the port side with his back to the privileged vessel avoids the collision. 'he has his Master's License and liability coverage, right?

This is gonna hurt...

You are still obligated to do everything you can to avoid the collision, despite having the right of way. Therefore, my recommendation is that you abandon ship (climb down the step ladder) swim (walk) over to the offending vessel, and let the air out of his tires. It will be a first in the history of vessel collision avoidance.

By the way, what happened?

Good thing too...thats a big ass travel lift (300 ton?) carrying a big steel boat.

No real risk of collision though...just a perspective you dont see every day.

I hate being the one to spoil a good joke, but unless you're downbound on the Western Rivers, you don't have right of way.

Point well taken, but the vessel underway still yields to the vessel not under way, it being difficult, but not impossible given the right explosives, for the vessel on blocks to yield.

Neither, both vessels are aground above high water...The COLREG Rules do not apply
