I had the same problem being German but living in Canada and I did buy my boat in the Netherlands. I got the German Flaggenzertifikat. It is easy and can be done over the Internet. Only thing you will need is that you have to name a representative who lives in Germany. That was the only requirement, the Flaggenzertifikat will be mailed to him and he will serve as contact person for the BSH.
