Umm, yes!

If it’s my boat, I wouldn’t set off on a trip that needs a life raft and not have it in-service.

If it’s someone else’s boat, I’d be wondering what else is also “out of date” because they either forgot about it, didn’t think it was important or decided that the rules don’t apply to them.
